The U.S. army tried creating a telepathic ray gun in 1998

A report that was declassified in 2008 stated that the US Army toyed with the idea of creating and using a telepathic ray gun in armed combat. There were actually a number of different experimental weapons disclosed in the report, including a gun that caused seizures in enemies through the use of an electromagnetic pulse that would throw off the heart’s natural rhythm. Luckily, none of these weapons were actually created or used in the field.
